피고인과 B, C은 2016. 10. 19. 경 모바일 메신저 ‘ 위 챗’ 대화명 ‘E’, ‘F ’를 사용하는 성명 불상의 조선족들 로부터 피고인과 B, C 명의의 계좌 및 피고인과 B, C이 성명 불상자들 로부터 양수하여 사용하는 계좌로 돈이 입금되면 이를 현금으로 인출하여 인출한 금액의 12%를 수수료로 피고인과 B, C이 가지고, 나머지는 보이스 피 싱 조직의 일명 수거 책인 성명 불상자에게 전달하거나 무통장 입금을 해 주면 조선족 여성의 문제를 해결해 주고 손해 본 금원을 충당해 주겠다는 제의를 받고 이를 승낙하였다.
