1. The plaintiff's claim is dismissed.

1. Basic facts

A. On April 25, 2005, the Do governor of the Gyeongbuk-do (hereinafter “instant apartment”) issued a project plan for the housing construction project (hereinafter “instant apartment project”) with the content that the Korea Land Trust Co., Ltd. newly built the housing construction project with 704 households (hereinafter “the instant apartment”) located in the area of 24,146 square meters on the land outside the 24,56 square meters in Nam-dong, Nam-dong, Nam-dong, Nam-dong, Nam-si, Seoul. The following conditions were imposed.

(2) With respect to the establishment of roads connecting 3-15 lines and 2-15 lines in a city planning road, which is an intersection deliberated and decided by the Urban Planning Committee and the Construction Committee, among the positive packaging of 3-15 lines and the main entrance roads, the extension of infrastructure (road, railroad) shall be changed according to the procedures for alteration of urban management planning pursuant to the relevant provisions after consultation with the defendant, and the designation of an urban planning facility project operator pursuant to Article 86 of the National Land Planning and Utilization Act and the implementation plan pursuant to Article 88 of the same Act shall be implemented, and the land shall be donated to the defendant before applying for the inspection for the use thereof.
