A defendant shall be punished by imprisonment for not less than one year and six months.

3. The Defendant violated the Guarantee of Automobile Accident Compensation Act: (a) drive the said vehicle from which he did not subscribe to mandatory insurance at the time and place specified in paragraph (2).
