피고인은 2015. 8. 5. 21:55 경 전주시 B에 있는 C 주점 내와 앞 노상에서 불특정 다수인이 모여 술을 마시고 있는 가운데 경찰 관인 피해자 D( 당 51세, 남), E( 당 45세, 남 )에게 " 야 씹할 놈들아! 뭐 때문에 그러는데", " 아쭈 이 개새끼들이 니들이 뭔 데 가짢은 새끼들", " 야 씹할 년 들아! 가라 "라고 큰소리로 말하여 공연히 피해자들을 모욕하였다.
