The defendant is a person who drives a Poter Cargo Vehicle B.

The Defendant driven the said vehicle at around 02:30 on October 06, 2013 at around 02:40 on the same day from the vicinity of the so-called Eunpyeong-dong Mandong-dong Seoul on October 06, 2013 to around 22:40 on the same day, while under the influence of the blood alcohol concentration 0.149% (0.149%).
