Accordingly, the Defendant, in collusion with D, runs a speculative act that causes financial gain or loss to users according to the outcome of the game by using a speculative electronic machine, other than a speculative act used under the Act on Special Cases concerning Regulation and Punishment of Speculative Acts, Etc., and provided the users with the ungraded game water and obtained it through the use of the game water.
