Defendant shall be punished by a fine of KRW 10 million.

If the defendant does not pay the above fine, KRW 100,000.

Punishment of the crime

Even if the Defendant is not a narcotics handler, the Defendant handled Metepha (one philopon; hereinafter “philopon”) which is a local mental medicine as follows.

1. B and philophone medication: B around April 19:30, the Defendant, along with B, put approximately 0.2g of philophone in the D amusement station room located in Jeju Island, on the left, and administered philophones in a way of turning the philophone into the coon through a glass pipe through a smoke stringing down the bottom of the gambling site.

Accordingly, the Defendant conspired with B to administer philophones.

2. From E (F), the Defendant purchased philophones from E (one name “F”), as described in paragraph 1, at around 22:00 on Apr. 2, 2016, after the administration of philophones with B, the Defendant was 30,000 won for philophones, and 0.2g of philophones from E.

Accordingly, the defendant purchased philophones.

3. E, B, and philophone medication was administered by the Defendant, along with E, at the same time and place as described in paragraph 2, by raising approximately 0.2 grams of philophones on the gambling site, and by raising them under the back of the gambling site, through a glass pipe, in a way of raising philophones.

Accordingly, the Defendant, in collusion with E and B, administered philophones.

4. On November 2016, G, H, I, and the Defendant administered phiphones in a way that c. 0.3g opphones were laid down at the night room for employees of D amusement shop in heading C, D, 304, and c. c. f. c. c. c. c. c. c. c. c. c. c. c. c. c. c. c. c. c. c. c. c. c. c. c. c. c. c. c. c. c

Accordingly, the Defendant, in collusion with G, H, and I, administered philophones.
