1. At around 19:45 on May 24, 2014, the Defendant participated in the Cheongdong, Jongno-gu Seoul, Jongno-gu, Seoul, at the “Public Countermeasure Meeting for the People Countermeasures against the May 24, 201”, and driven on the road as Seoul square. Of the 8,000 participants of the above assembly, approximately 1,00 participants moved the broadcast vehicle in front of the soft building with the front line, and attempted to enter the north group direction while moving the front line. Furthermore, the number of youth groups related to the Sewol ferry and about 10 persons and about 50 persons among those who agreed to occupy the front line from 20:0 to 21:00 on the same day with the above participants, and the Defendant participated in the front line from 20:0 to 20:00 on the same day to 20:110 on the same day, and the Defendant conspired with the participants of the above demonstration with the front line of the vehicle, thereby obstructing the passage of the front line of the vehicle.

From 18:27 to 18:37 on the same day, the Defendant moved together with the participants in the demonstration and occupied the front road along with the participants, thus making it impossible to pass the vehicle.

Accordingly, the defendant conspired with the participants in the assembly and demonstration and interfered with vehicle traffic.

Any person who intends to hold an outdoor assembly or demonstration shall file a report stating the purpose, date, time, etc. of the outdoor assembly or demonstration with the chief of the competent police station from 720 hours to 48 hours before commencing the outdoor assembly or demonstration.

Nevertheless, the Defendant did not report an outdoor assembly, and is in the valley of the instant case from April 26, 2014 to April 18:40 of the same day.
