1. The plaintiff's claim is dismissed.

Reasons
1. Details of the disposition;
A. The Plaintiff was elected as the president at the 245 extraordinary session of the Defendant Council held on July 2, 2018, which was held on July 2, 2018.
B. At the 260 extraordinary session held on November 7, 2019, the Defendant Council held the Plaintiff’s 1, 6 non-Confidence grounds for each item below the following reasons for the Plaintiff:
the non-Confidence resolution was made.
hereinafter referred to as "disposition of this case"
1) The Plaintiff, for the last one year and two months, smoked in the Council building and inflicted damage on civil petitioners, employees, and members of the Council due to pleasant environment and secondhand smoke (Violation of the National Health Promotion Act). On July 7, 2018, the Plaintiff: (a) took an exclusive action, such as rejecting the agenda for deliberation on duties to be submitted to the public administration according to one’s own contribution; (b) on August 28 through 29, 2009, the Plaintiff (i) took advantage of the legislative intent of the National Health Promotion Act, i.e., taking advantage of one’s legislative intent, i., taking advantage of one’s overall status as a member of the Council, i.e., taking advantage of one’s overall status as a member of the Council, i., taking advantage of one’s participation in the executive organ and ii). (iii) ii) i.e., taking advantage of one’s overall status as a member of the Council, and (iv) did not take part in the position of the Council.
2. The plaintiff's assertion
A. The Plaintiff’s ground of No. 1 is within the Council’s building.
