1. The Defendant’s decision against the Plaintiff on March 9, 2017 against the Plaintiff was made on April 17, 2017.

1. Details of the disposition;

A. The Plaintiff was elected as the president at the Defendant’s extraordinary session held on July 1, 2016, as the members of the 7th Gyeonggi-do Provincial Council.

B. On March 9, 2017, at the plenary session of the Defendant’s 243 extraordinary session held on March 9, 2017, the Defendant made a resolution of the non-Confidence of the Plaintiff (hereinafter “a disposition”) with the consent of eight (8) members, among the incumbent members and twelve (12) members present at the meeting, on the ground that the Plaintiff was in violation of Article 49 of the Local Autonomy Act by putting the following causes of non-Confidence (hereinafter “each causes of non-Confidence of dispositions”).

(1) Each non-Confidence cause (No. 2) of disposition (a) shall be responsible for promoting the inequality and conflict among the members due to the incompetence with the majority of the members that the government does not hold an extraordinary meeting (No. 242 times February 14, 2017) on the ground that the amendment budget lawfully compiled at the second regular meeting of the City Council No. 240 B, which was not being executed by the government. The representative of the Si Council in the Republic of Korea, who is a representative of the Si Council in the budget of the City of the City of the Republic of Korea, shall strongly ascertain that the conduct of the Council due to the incompetence with the government of the City of the City is responsible for the failure to hold the extraordinary meeting, and it is difficult to expect the operation of the City Council with the incompetious attitude of the Speaker, even though the representative does not present an official position of the City Council of the City of the second regular meeting, and it is difficult to expect the operation of the current Council system of the Speaker.

The plaintiff, at the 7th session B, expressed that "the meeting of the Speaker is regular, to minimize conflicts and organize the position of the Council through a concentrated discussion and conclusion on the issues at issue," but the workshop is revoked or the workshop is not held even at the time of important events such as the promotion of the workshop of the Council in 2016 and the visit to the Assembly of Japan on November 9, 2016.
