1. On October 2, 2013, the Defendant issued a disposition of dismissal and disciplinary surcharge of KRW 4,220,000 against the Plaintiff.

1. Basic facts

A. On October 27, 1990, the Plaintiff was appointed as a police officer of the Korea Coast Guard and served in the Korea Coast Guard station, and was promoted to the police officer on March 1, 2012. From February 14, 2011 to February 13, 2012, the Plaintiff served in the Busan Coast Guard C branch offices of the Busan Coast Guard Station, from February 4, 2013 to September 1, 2013, and served in the Seocho Coast Guard D branch offices of the Korea Coast Guard station, respectively, from February 4, 2013 to September 1, 2013.

B. On September 24, 2013, the chief of the Korea Coast Guard demanded a disciplinary decision to the General Disciplinary Committee on the Plaintiff on the disciplinary action against the Plaintiff. On October 2, 2013, the chief of the Korea Coast Guard imposed a disposition of dismissal pursuant to Article 78(1) of the State Public Officials Act and a disposition of disciplinary surcharge to the Plaintiff pursuant to Article 78-2 of the State Public Officials Act and Article 56 (Duty of Integrity), Article 61 (Duty of Integrity), Article 63 (Duty of Integrity) of the State Public Officials Act, Article 15 (Restrictions on Receiving Money and Valuables) of the Code of Conduct for Public Officials of the Korea Coast Guard, Article 13 (Restriction on Receiving Money and Valuables) of the Regulations on the Efficient Management of Administrative Affairs, Article 14 (Signature or Signature) and Article 67 (Measures against Persons who have not Registered Documents) on the ground that the Plaintiff violated the disposition of dismissal pursuant to Article 78(1) of the State Public Officials Act and Article 78-2 (Measures against Persons who have not Registered Documents).
