[Basic Facts] The Minister of Oceans and Fisheries shall select and publicly notify an unfavorable area in consideration of the distance between the island and the land, productivity of fisheries, conditions of settlement, etc. for the sake of low fishery productivity and the preservation of the income of fishery business operators in a fishing village area with unfavorable residential conditions, and the revitalization of the region, and the Minister of Oceans and Fisheries shall establish a steering committee and select fishing village villages eligible for direct payments for fisheries by examining the project application form and the development plan for fishing village through the Eup/Myeon/Dong through the Eup/Myeon/Dong.

A person who meets the requirements for applying for direct non-payment of fisheries (at least 1.2 million won per year or for at least 60 days during one year) among fishermen of fishing village villages selected as eligible for direct non-payment of fisheries in an area unfavorable to conditions (hereinafter referred to as "non-payment of fisheries") shall prepare an application for an agreement to pay non-payment of fisheries and submit it to the Steering Committee of a fishing village fraternity by himself/herself together with documents, and the chairperson of the Steering Committee shall submit the application for the agreement to the head of an Eup/Myeon by signing or affixing seals on the confirmation column of the chairperson after confirming the omission of the items in the application for the agreement submitted by the fishery business operator, the documents in the Gu, etc., and the head of an Eup/Myeon/Dong shall review the application for the agreement submitted to him/her and verify whether the fishery business operator is eligible for the payment of non-payment of fisheries, and the amount of non-payment of fisheries constitutes KRW 500,000 won per fishery personnel (at least 350,000,000).
