Reasons
1. According to the evidence duly adopted and examined by this court, the following facts can be acknowledged.

(a) Electronic tendering under the method of qualification examination among various electrical construction ordered by the Korea Electric Power Corporation (hereinafter “Korea Electric Power Corporation”) is conducted on its own Electronic Procurement System (htp:/rm.keco.net) and the value-added tax is added to the estimated price (an amount that provides for the scope of application of the criteria for qualification examination) and the preliminary price (an amount that provides for the method of bidding, contract, determination of methods of contract, and qualification examination) within a certain percentage based on the basic price, and is multiple preliminary price (hereinafter “dual price”).
