Punishment of the crime

1. A person who intends to construct or repair a building or to extend a building with a total floor area exceeding 85 square meters shall obtain permission from the Special Self-Governing City Mayor, the Special Self-Governing Province Governor, or the head of a Si/Gun/Gu, but the defendant shall,
