Criminal intent (limited to the Defendants’ corresponding part)

1. Violation of the Act on Assembly and Demonstration and interference with general traffic on October 27, 2015;

A. Defendant A, Defendant B, Defendant N, Defendant P, Defendant P, Defendant C, Defendant Q, Defendant R, Defendant R, Defendant S, and Defendant T’s general traffic obstruction are persons with physical disability Grade 2 with a full-time representative of the Federation of V, an incorporated association of the five-story U.S. in Yeongdeungpo-gu Seoul Metropolitan City. Defendant B is a person with visual disability Grade 5, Defendant N, DefendantO is a disabled person with physical disability; Defendant P is a person with physical disability 1; Defendant C is a person with physical disability 1; Defendant Q is a person with physical disability 1; Defendant Q is a person with physical disability 1; Defendant Q is a person with physical disability 2; Defendant R is a person with physical disability 1 with a full-time disability as a representative of the ZA; Defendant S is a person with physical disability 1; and Defendant T is an assistant with disability.

On October 27, 2015, from around 09:00 to around 18:00 of the same day, the Defendants decided to hold the “Wol-gu Resolution Meeting for the Reduction of Welfare Finance and the Maintenance of Social Security” with 400 members, including AAA member, in relation to the policy for the improvement of social security systems related to persons with disabilities of the central and local governments.

On October 27, 2015, from around 16:39 to around 17:20 the same day, the Defendants obstructed the traffic of vehicles passing through the above 40 minutes, including: (a) the 13th National Bank front of the 13th National Bank as the Seoul Yeongdeungpo-gu Council will; (b) the 3000 participants of the above assembly; and (c) the 8th line prior to the two directions as expressed by the doctor; (d) displaying pl cards; (e) holding out reliefs; and (e) getting on and walking wheels.

As a result, the Defendants conspired with 300 participants in the above assembly and interfered with the traffic by land.

B. The organizer of an assembly or demonstration in violation of the Assembly and Demonstration Act by Defendant A shall not commit an act clearly deviating from the scope of the reported purpose, date, time, place, method, etc.
