Reasons
Punishment of the crime
Any person who intends to engage in foreign exchange business shall be equipped with sufficient capital, facilities and human resources for conducting foreign exchange business and shall register with the Minister of Finance and Economy in advance.
Nevertheless, without being registered with the Minister of Planning and Finance, the Defendant conspired to conduct unregistered foreign exchange business under the “D”, “E” (a final judgment of suspension of the execution of the instant crime on October 13, 2016), “E”, “F”, “G”, and “H”, the Defendant’s omission in the Republic of Korea, with certain fees, against those who wish to transfer in the Republic of Korea, without being registered with the Minister of Finance and Economy.
1. The Defendant and the Defendant, in collusion with D, E, etc., did not register the Minister of Strategy and Finance. In order to ensure that the departure from the Republic of Korea is not discovered at the Incheon Airport when he/she leaves the Republic of Korea, he/she saved the middle part of the Seocho-gu in his/her place of residence in Seongbuk-gu Seoul, Seoul, with the middle part of the Seocho-gu, cut the U.S. dollars, cut it into a plastic paper, and delivered it to the Defendant and the said U.S., with his/her back or sealed by carrying it in the said way.
