(2) Article 15(6) of the Act on the Establishment and Operation of Private Teaching Institutes and Extracurricular Lessons (hereinafter “Private Teaching Institutes Act”) and Article 17-2 of the former Enforcement Decree of the Private Teaching Institutes Act (amended by Presidential Decree No. 29421, Dec. 18, 2018; hereinafter the same) issued an order to adjust the tuition fees to the Plaintiffs, based on the following: (a) the Defendant determined that the tuition fees applied by the Plaintiffs are excessive; and (b) on December 26, 2017, the Defendant issued an order to change the tuition fees to KRW 7,00,000, and monthly tuition fees to KRW 120,000.
