1. All of the plaintiffs' claims are dismissed.

2. The costs of lawsuit are assessed against the plaintiffs.

1. Basic facts

A. On January 27, 2011, the deceased C (hereinafter “the deceased”) was sentenced to a fine of two million won for the crime of indecent act by compulsion, but the fine was unpaid and detained in the workhouse (D) around June 201.

At the time, the deceased was 0.037% of blood alcohol concentration in D at the time, and D had the diagnosis of tuberculosis cage at around 1996, and had the diagnosis of alcohol quality around 2008, and was hospitalized at the hospital of 1 month around March 201.

‘The Deceased’ was isolated on the basis of the Deceased’’s self-written reports, etc.

B. On September 8, 2015, the Deceased received a summary order of a fine of KRW 5 million from the Jeju District Court for a violation of the Road Traffic Act (driving) and paid KRW 4.8 million among them until May 2016.

C. On May 21, 2017, the Deceased was arrested by police officers on the grounds of unpaid fines on Sundays, and was confined to D for attracting a workhouse at around 12:30 on the same day.

On May 21, 2017, E, which is a medical department and staff member, had the deceased prepare a gramograph report on the past and current communities of diseases.

At the time, the deceased was suffering from tuberculosis in the past, but there was no special health problem except, and D was isolated from a single-person ward in consideration of tuberculosis power on the same day.

E. At around 04:55 on May 22, 2017, F, a staff member of the D Security Department, F, and G confirmed that the deceased went to a room under confinement for the preparation of release, and that the deceased was able to be imprisoned.

As a result, G performed cardiopulmonary resuscitation against the deceased, and F knew the situation in prison.

Since then, although E took emergency measures using the automatic external motor again, the deceased still failed to recover consciousness. On May 22, 2017, the deceased was sent to the Jeju University Hospital Emergency Center at around 05:10, but the deceased died around that time.
