A is a person selected as a subsidized project operator for the modernization of livestock facilities in 2013, which was conducted by the victim Jinjin-gun in the operation of the “G farm” in the “G farm in the Seoul Southern-gun, and Defendant B is a construction business operator who operated the livestock shed facility modernization project implemented by Defendant A while operating the “I” located in the Ha in the Southern-gun, Southern-gun.

A around June 2014, around the same year, submitted a written request for a subsidy to a public official in charge of the modernization project for livestock pens facilities in the Gangnam-gu Seoul Special Metropolitan City, Gangnam-do, which is located in the Gangnam-gu Special Metropolitan City, with the amount of 612,90,000 won for the construction cost, and submitted a written request to a public official who is in charge of the modernization project for livestock pens facilities at KRW 245,00,000 for the total project cost of the new livestock shed construction project, which is to bear KRW 850,000 for the advance payment of the subsidy, and around November of the same year, the said public official at the Jinjin-gun Special Metropolitan City, who was in charge of the construction project at KRW 850,00,00 for the total project cost of the new livestock shed construction project, and submitted a request to grant a subsidy to the public official who completed the construction project with the burden of KRW 245,00,000 for the subsidy.

However, even if the actual construction cost was equivalent to KRW 474,48,700, the Defendants paid to Defendant A the entire construction cost and the completion of the construction contract with KRW 612,90,000.
