A On August 16, 2015, a foreigner who acquired the qualification of a refugee applicant after entering the Republic of Korea with a death certificate and is staying in the Republic of Korea, and Defendant B and C are married couple on March 29, 2016, foreigners who enter Jeju Special Self-Governing Province for Jeju (hereinafter referred to as "Do") with a death certificate on March 29, 2016.

1. No person who has obtained permission for extension of sojourn area from Jeju-do shall move or arrange to move any foreigner to another area within the territory of the Republic of Korea after entering Jeju-do without a visa;
