Defendant shall be punished by a fine of KRW 1,000,000.

When the defendant does not pay the above fine, 100,000 won.

Punishment of the crime

The Defendant is the chief executive officer of the D Branch of the Korean Democratic Trade Union, who belongs to metal labor unions, under the General Federation of the Korean Democratic Trade Union (hereinafter referred to as the “Civil Labor Union”).

On September 14, 2015, the General of Labor and Social Development agreed on the structural reform of the labor market at the Economic and Social Labor Council Committee, and the strong opposition thereto, and the "the strike against the police in order to stop a follow-up measure by the government" was directed toward finding a strike for the pursuit of the strike under the policy.

Accordingly, the president of the private sector decided to hold a large scale of "large-scale "large-scale" competition jointly with civil and social organizations, such as democracy citizens' behavior opposing the "former Implementation of Textbook", which was put against the rice price decline, ratification of the Korea-China FTA, and TPP accession, etc., and announced the "Woo-gu Woo-gu Woo-gu Woo-gu, Seoul, Gai" under the title "Woo-si, Ga-Woo-Woo-Woo-Woo," which is called "Woo-Woo-Woo," and declared that "Woo-gu, 100,000 people will participate."

On November 14, 2015, the Defendant, in order to participate in the said “public substitute”, which is scheduled to be held in the light language square on the same day from 15:46 to 17:00 of the same day, occupied the whole lane of the participants in other assemblies from 15:46 to 17:00 of the same day, and led the Defendant to the light language square and the road along with the three-lanes located in Seoul Jung-gu, Seoul, thereby interfering with the traffic of the vehicle, thereby interfering with the traffic of the vehicle.

Accordingly, the defendant conspired with the above participants in the assembly and interfered with the traffic by land.
