The defendant shall be innocent.

1. On September 14, 2015, the Korean Federation of Democratic Workers’ Unions (hereinafter “the Korean Federation”) of the facts charged in the instant case agreed, in principle, on the structural reform at the Economic and Social Development Committee of the Economic and Social Development Council, and the labor market was strongly resisted, and the “a strike against the government to stop a follow-up measure by the government” was directed towards finding a trend of the strike under the policy.

Accordingly, the president of the private sector decided to hold a large scale of "large-scale "large-scale" competition jointly with civil and social organizations, such as democracy citizens' behavior opposing the "former Implementation of Textbook", which was put against the rice price decline, ratification of the Korea-China FTA, and TPP accession, etc., and announced the "Woo-gu Woo-gu Woo-gu Woo-gu, Seoul, Gai" under the title "Woo-si, Ga-Woo-Woo-Woo-Woo," which is called "Woo-Woo-Woo," and declared that "Woo-gu, 100,000 people will participate."

On November 14, 2015, from around 17:00 to 23:30 on November 14, 2015, the Defendant: (a) 6,000 other participants in assemblies; and (b) putting the two-way way in the intersection and middle-gu Seoul Jongno-gu along with the two-way way in the direction of the direction of the vehicle traffic.

Accordingly, the defendant conspired with the above participants in the assembly and interfered with the traffic by land.

2. In light of the legislative purport, etc. of the Act on Assembly and Demonstration (hereinafter “the Act”), in a case where an assembly or demonstration is conducted on the road after completing lawful reports, the traffic of the road will be restricted to a certain degree. Therefore, in a case where the assembly or demonstration was conducted within the reported scope or is conducted differently from the reported contents, if the reported scope is not remarkably deviating from the reported scope, the traffic of the road is hindered.
