피고인들은 K, L, M, N, O(2017. 9. 6. 구속기소), P( 같은 날 구속기소), Q( 같은 날 구속기소) 등과 함께 인터넷 불법 도박사이트를 운영하기로 순차 공모한 후, 중국 랴오닝성 다 롄 시 R 아파트 13동 1303호에서 국민 체육 진흥법에 따른 투표권 발매 사이트인 ‘ 스포츠 토토 ’를 흉내 낸 도박사이트인 S 이라는 인터넷 사이트를 운영하였다.
