Reasons
Punishment of the crime
The Defendant: (a) from July 1, 2015 to April 1, 2016, the head of the nationwide public transportation and social service trade union D branch offices were assigned to him.
1. Violation of the Assembly and Demonstration Act;
A. Although the organizer of an assembly or demonstration outside the scope of reporting does not engage in any act clearly deviating from the scope of the reported purpose, date, time, place, method, etc., the Defendant: (i) from around 09:00 on November 23, 2015 to around 10:00 on the same day, the Defendant held an assembly, “E” in front of the viewing hall located in F, approximately 70 meters away from the “E viewing square,” the place where the assembly is reported, “E” in front of the viewing hall in front of the viewing hall, including G, with eight persons, including “E shall withdraw the alteration of management regulations that die in a life contract,” “E shall be murder,” and “E shall hold an assembly of the withdrawal of the unfair dismissal of the viewing hall from around 00 meters away from the front of the viewing hall to 10:00 on July 29, 2015.”

(b) A person who intends to hold an outdoor assembly or demonstration in the Republic of Korea shall submit a report stating the purpose, date, time, place, etc. of the outdoor assembly or demonstration to the head of the competent police station from 720 hours to 48 hours before commencing the outdoor assembly or demonstration;
Nevertheless, the Defendant did not report an assembly from 09:00 on December 14, 2015 to 10:00 on the same day, and did so with 13 persons, including G, in front of the viewing hall.
