1. On October 10, 2017, the Defendant’s restriction on participation in small and medium enterprise technology development support projects for the Plaintiffs on October 10, 2017, three years and October 11, 2017.

1. Details of the disposition;

A. (1) Plaintiff B is the representative director of Plaintiff A Co., Ltd. (hereinafter “Plaintiff”) and Plaintiff C is the research director of Plaintiff Co., Ltd.

(2) On January 28, 2015, the Plaintiff Company proposed “G” technology development projects (hereinafter “instant projects”) to reduce the F arising from E in an economic way with respect to the public offering of development projects subject to purchase by the Korea Agency, and was selected from the Korea Agency on January 30, 2015 as the public offering project implementer.

(3) On the other hand, the Administrator of the Small and Medium Business Administration (the Minister of SMEs and Startups changed) publicly announced the implementation plan for the I Technology Development Project to support the technological development of small and medium enterprises by jointly raising funds (cooperative funds) with the government of H date and investing enterprises, and the Korea Agency participated in the project

(4) On March 17, 2015, Plaintiff Company received the “Voluntary Purchase Agreement Consent” from the Korea Agency with respect to “G” developed by the instant project, and submitted a business plan regarding the instant project, along with the said Consent, to the Administrator of the Small and Medium Business Administration on April 6, 2015, and was selected from Defendant on July 1, 2015 as the object of a small and medium enterprise technology development support project under the said I Technology Development Project.

(5) After July 30, 2015, Plaintiff Company entered into an agreement on the development of the instant project with Defendant, and the Plaintiff Company entered into a small and medium enterprise technology development project agreement with the Plaintiff Company to receive KRW 144,735,00 of the Government contributions during the development period from July 1, 2015 to December 31, 2016.

B. (1) On May 31, 2016, the Plaintiff Company submitted Jindo Report to the Administrator of the Small and Medium Business Administration of Incheon Regional Small and Medium Business Administration to the effect that, although the manufacture of prototypes according to the instant business plan was completed, the Plaintiff Company failed to pass the F reduction Test conducted by itself, the Plaintiff Company changed the existing design and newly manufactured the secondary prototype.
