1. All of the instant lawsuits are dismissed.

1. Details of the instant case

A. On February 27, 2015, the Administrator of the Small and Medium Business Administration (the President of the Small and Medium Enterprise Department) designated the Small and Medium Enterprise Information Promotion Agency as a specialized institution by posting a notice of the implementation plan B through the public notice of the Small and Medium Business Administration in 2015, and the Plaintiff submitted the project plan as a task called “D” (hereinafter “instant task”).

B. On July 14, 2015, the Plaintiff entered into an agreement with the Korea Technology Information Society Agency for Technology Development of Small and Medium Enterprises as follows.
