1. The plaintiff's claims against the defendants are all dismissed.

2. The costs of lawsuit shall be borne by the Plaintiff.

1. Basic facts

A. A forest tending project is a project with the content of cutting trees to cultivate forests that can produce high-quality timber as part of a forest project based on Article 22 and 23 of the Creation and Management of Forest Resources Act (hereinafter “Forest Resources Act”). The procedures are carried out in the order of “construction of forest tending projects (forest cooperatives, forestry corporations, and forestry corporations) designed to work for forest tending projects to select land subject to the project (Si/Gun plan) project and to work for forest tending projects for which the designation of forest areas subject to the project and the public announcement of the project area is determined”.

B. Around November 2008, the Plaintiff entered into an agency management standard contract with the Defendant Crossing-gun Forestry Cooperatives (hereinafter “instant agency management contract”) with a view to entrusting all of the forest management activities related to the Defendant Crossing-gun B, C, and D (hereinafter “instant forest”) owned by the Plaintiff during the period from November 10, 2008 to December 31, 2018. According to the above agency management contract, the Defendant Crossing-gun Forestry Cooperatives (hereinafter “instant agency management contract”), on behalf of the Plaintiff, shall prepare a forest survey and management plan on behalf of the Plaintiff, and (2) implement and supervise forest projects reflected in the forest management plan on behalf of the Plaintiff, and (3) provide various administrative services, such as application for subsidies, and (5) provide technical information and funds related to forest management.

At the time of the conclusion of the above agency management contract, the Plaintiff had interest in the forest management affairs to be performed by the Defendant Crossing-gun Forestry Cooperatives, while having contact with the Defendant Crossing-gun Forestry Cooperatives after identifying the type of trees and having contact at the time of business trip.

C. On December 18, 2009, Defendant Crossing-gun: (a) designated the project period for forest tending project (the first unit of the mountain site application; hereinafter “the forest tending project”) to the Defendant Crossing-gun Forestry Cooperatives for the project period from December 18, 2009 to December 31, 209 for the forest tending project (the forest tending project in this case included in the instant forestry map).
