On August 29, 2019, the Plaintiff requested the Defendant to disclose the information stated in attached Form 1’s request for disclosure of information.

On September 16, 2019, the Defendant disclosed “The requirements for the registration of the Persons of Distinguished Service to the May 18 Democratization” to the Plaintiff, and notified “the list and identity information of the Persons of Distinguished Service to the May 18 Democratization” (hereinafter “information of this case”) pursuant to Article 9(1)6 of the Official Information Disclosure Act (hereinafter “Information Disclosure Act”).

(a) Information disclosure: A person who died or was missing in relation to the requirements for registration of the May 18 Democratization Movement or a missing person: A person who was killed or wounded in relation to the May 18 Democratization Movement or was killed or wounded in relation to the May 18 Democratization Movement (including illness) due to harm caused by the May 18 Democratization Movement; A person who was injured in relation to the May 18 Democratization Movement or wounded in relation to the May 18 Democratization Movement pursuant to the Act on the Compensation, etc. for Persons Related to the May 18 Democratization Movement; a person who was determined as a disability grade pursuant to Article 5 (5) of the Act on the Compensation, etc. for Persons Related to May 18 Democratization Movement; and other persons who received support pursuant to Article 22 of the Act on the Compensation, etc. of Persons Related to May 18 Democratization Movement in relation to the May 18 Democratization Movement (based to recognition); a person who did not dispute over the legitimacy of the disposition in this case; and a person who did not receive compensation from the person related to the May 18 Democratization Movement or other persons related to Act;

Among them, there is doubt that there are many persons who did not apply for registration due to concerns about fact-finding procedures for the registration of the May 18 Democratization Movement.
