As a part of the construction work of tunnels, etc., he/she shall take measures necessary to prevent hazards, such as installation of tunnels, beams, and installation of mVs, removal of rocks, etc. in the course of conducting the construction work of tunnels, etc., and shall conduct a preliminary investigation into the state, etc. of the relevant work site, the topography of the relevant work site, the ground, and strata in order to prevent hazards to workers due to fallen, etc., and record and preserve the results of such investigation, after considering the results of such investigation, prepare a work plan including excavation methods, and notify the relevant worker of the details of the work plan, and thoroughly prohibit any worker from having access to the site where it is likely to cause hazards to workers due to falling, etc., by means of falling off, etc.
