1. The plaintiff's claim is dismissed.

2. The costs of lawsuit shall be borne by the Plaintiff.

1. Details of the disposition;

A. The Plaintiff was appointed as a policeman on April 6, 2004, and was promoted to the Inspector on April 23, 2014.

From February 4, 2015 to February 1, 2017, the Plaintiff was in charge of personnel affairs in B police station guard and police officer at B police station. From February 2, 2017, the Plaintiff was in charge of personnel affairs in B police station guard and police officer at B police station guard.

B. On June 23, 2016, the Plaintiff prepared the ranking list of the Security Department on June 23, 2016, pursuant to Article 23(1) of the Regulations on Personnel Management of Local Police Agencies, while serving as a person in charge of personnel affairs of the B police station, and prepared the ranking list of the Security Department on January 13, 2017, and the name of the Plaintiff was omitted in the status list among the above ranking list.

C. According to the order of the Security Department under the Personnel Management Regulations of the Seoul Special Metropolitan City Police Agency, the number of withdrawals from the Security Department of the Plaintiff was 11 in the second half of the year 2016, and seven in the first half of the year 2017.

In the second half of the year of 2016, three persons were dispatched to the security department in B police station, and there was no unfair personnel order. However, in the first half of the year of 2017, 15 persons were dispatched from B police station to the security department and 15 lower-ranking employees were dispatched to the security department early.

On January 19, 2017, the Seoul Metropolitan Police Agency Hearing and inspection office received information that the plaintiff avoided the service of the guard department by intentionally not intentionally stating his/her name while preparing the order list of the first half-yearly guard department in 2017 and conducted the investigation.

E. On February 2, 2017, the chief of the B police station reported the above information from the Inspector Office of the B police station, and issued the Plaintiff as security guard and security patrol.

F. On February 15, 2017, the Seoul Regional Police Agency Hearing and Audit Office intended to avoid the service of the Security Department in a way that the Plaintiff prepared a list of the first half of the year 2016 and the second half of the year 2017 and did not state his name.
