Defendant shall be punished by a fine of KRW 700,000.

Where the defendant fails to pay the above fine, one hundred thousand won shall be one day.

Punishment of the crime

1. On April 24, 2015, from around 08:00 to around 24:00, the president of the Korean Democratic Workers’ Union (hereinafter referred to as “the president of the Korean Workers’ Union”) held the Act among the participation of 20,00 members, such as the president and the president of the Korean Workers’ Union in the Seoul Square-ro 2-ro, Jung-gu, Seoul, and reported on an outdoor assembly in which the two-lanes of the progress direction to the Seoul Square-ro, while holding the Act from around 16:00 on April 24, 2015 to 18:00.

As a result, from around 13:30 on April 24, 2015 to around 16:45 on the part of around 8,800 members such as union members, the president held a “private-public worker competition” from Seoul square to the society of the class C of the class. From around 16:45 on the same day, approximately KRW 7,000 of the participants in the above assembly began to proceed by using the two lanes preceding the moving direction at the Seoul square to the end on the same day. However, around 17:16 on the same day, he left the first-class route of the class 2 A at the end of 17:2 on the same day.

On April 24, 2015, the Defendant: (a) participated in the said Korean Labor Competition Act; (b) around 3,000 participants from around 18:13 on April 24, 2015 to around 18:36 on the same day; and (c) one lane in Jongno-gu Seoul Metropolitan Government, Jongno-gu, Seoul; and (d) occupied an intersection prior to the intersection.

Accordingly, the defendant conspired with approximately 3,00 participants in the assembly and interfered with the traffic of land for about 23 minutes.
