Defendant shall be punished by a fine of KRW 3,000,000.

Where the above fine is not paid, 100,000 won shall be one day.

Punishment of the crime

1. Related to assemblies of the National Labor Competition for Workers on April 24, 2015;

A. On April 24, 2015, from around 08:00 to 24:00, the president of the Korean Democratic Workers’ Union (hereinafter “the president of the Korean Workers’ Union”) held the Act among the participation of 20,00 members, etc. of the Korean Workers’ Union in the Seoul Square located in 2nda, Jung-gu, Seoul, Seoul, while holding the Act from around 16:00 on April 24, 2015 to around 18:00, the president of the Korean Workers’ Union (hereinafter “the president of the Korean Workers’ Union”) reported the outdoor assembly to be driven in two lanes in the direction of proceeding “Seoul Square.”

As a result, from around 13:30 on April 24, 2015 to around 16:45 on the part of around 8,800 members such as union members, the president held a “private-class worker competition” from Seoul square to D’s society. From around 16:45 on the same day, approximately 7,000 persons among the participants in the above assembly began driving along using the way prior to the moving direction from Seoul square to about 16:45 on the same day, and around 17:16 on the same day, he left the way of driving on the first-class route reported from 2 to 16:16 on the same day.

B. On April 24, 2015, the Defendant participated in the said “National Labor Competition” and occupied approximately 3,000 participants from around 18:08 to 18:36 of the same day, and one lane in Jongno-gu Seoul Metropolitan Government, Jongno-ro, Seoul.

Accordingly, the defendant conspired with approximately 3,00 participants in the assembly and interfered with traffic by land for about 38 minutes.

2. Related to the World Labor Organization Act on May 1, 2015;

A. On May 1, 2015, the background of the instant case: (a) took part in 20,00 members, etc. of the Korean Workers Labor-Savings (hereinafter referred to as “Korean Workers’ Competition”) at the Seoul Square located in 20,000, which around 16:00, Seoul Jung-gu, Seoul, Seoul, while opening the “Seoul Square” and “Seoul Square, which 2, as Seoul Square Ro-ro, Ga, Ga-ro, Ga-ro, Ga-ro, Ga-ro, Ga-ro, Ga-ro, Ga-ro, Ga-ro, Ga-ro.”
