[Defendant A] Defendant A is punished by imprisonment with prison labor for one year
However, the above sentence shall be executed for a period of two years from the date this judgment becomes final and conclusive.

Defendant
A is a public official of local driving class 7 working in the living environment department of H in Seopo-si from July 1, 2006 to December 2, 2012, a person in charge of the inspection of groundwater measuring instruments in H in the construction department of H and the inspection results of the inspection conducted by the head of the Jeju Special Self-Governing Province (the head of the Water Resources Headquarters). Defendant B is a public official of class 8 in the operation of local machinery working in the living environment department of H in Seopo-si Office from January 1, 2013 to August 2, 2015. A is a person in charge of the inspection of groundwater measuring instruments in H in the construction department of H and the inspection results of the inspection conducted by the head of the Jeju Special Self-Governing Province (the head of the Water Resources Headquarters until September 2013).
1. Defendant A
A. On December 24, 2009, at the office in charge of the construction of H-Myeon Office, the Defendant entered false facts on “K”’s measuring instruments, and on December 24, 2009, the Defendant did not know of “K” measuring instruments,” which were managed by the said office. However, even though the Defendant did not know of “K” measuring instruments,” the Defendant stated false facts on the items of “K-Myeon inspection card for the use of groundwater in 2009,” “12.24,” “35947,” “40,” “(450),” and “A,” respectively.
As a result, the Defendant prepared a false official document usage inspection card, which is an official document, for the purpose of uttering, and kept it in the above H H H H H H H H office office, from that time to December 2, 2012, prepared a false official document 37 times in the same manner as indicated in attached Table 1, and held it in the above H H H office.
B. On January 201, the Defendant had access to “I”, which is a computer system of Jeju-do for the management of the price of raw water, at the office in charge of construction of H-Myeon office, Seopo-si around January 201, and around December 2009.
