Punishment of the crime

No person other than a person handling narcotics, etc., shall sell, deliver, or administer psychotropic drugs-related Metepha (one philopon; hereinafter referred to as "philopon"), and the Defendants are not persons handling narcotics.

2. Defendant A

A. (1) The Defendant intended to contact with a person holding no name, who is a book for the sale of phiphones (hereinafter “G”) that was searched and known at the Internet website, to purchase phiphones. On February 2, 2019, the Defendant posted KRW 400,000 in cash on the mail of the building near Gangnam-gu Seoul Metropolitan Government H around 02:0,00, and on the same day, the Defendant was notified of the said “G” as the place.
