A is the representative director of Defendant E, Inc. located at H at the time of G Kim Jong-Nam, and Defendant C and I are each national technical qualification certificate technicians, Defendant D and J, K and L are each national technical qualification certificate cadastral engineers, M are national technical qualification certificate surveying technicians, N are the holders of Grade II national technical qualification certificate cadastral engineers, and Defendant B andO are the holders of each national technical qualification certificate cadastral engineer.

No national technical qualification certificate shall be lent or leased to any other person, nor shall it be arranged for lending.

1. From September 9, 2004 to October 17, 2012, Defendant A paid 4 insurance coverage and 1.5 million won loan from the above D every three months, and received a lease of a cadastral engineer qualification certificate from the above D from around October 17, 2012, Defendant A paid the lease fee as indicated in the list of crimes and borrowed the national technical qualification certificate from 10 persons each.

2. Defendant E, the representative director of the Defendant, in relation to the Defendant’s business, was respectively lent national technical qualification certificates as stated in the above paragraph (1).

3. From July 1, 2007 to October 17, 2012, Defendant B lent a license for intellectual industrial engineer to the representative A, a representative of the said stock company, on condition that he/she purchases three types of insurance and receives KRW 500,000 per month.

4. From March 24, 2008 to October 17, 2012, Defendant C lent a license of a cadastral technician to the representatives of the said Co., Ltd. A on condition that the said representative A purchases four types of insurance contracts and KRW 500,000 per month.

5. The Defendant leased the above Defendant D’s intellectual engineer qualification certificate to the representative A from September 9, 2004 to October 17, 2012 on condition that he/she will receive four times of insurance and KRW 1,500,000 every three months.
