Where an electronic bid for the supply of food materials through the School Meal Electronic Procurement System is conducted, no bid shall be conducted by lending the name of another business entity, or shall be conducted in duplicate for the same public announcement.

The Defendants kept Defendant B’s official certificate in F’s office and invested it in F’s name, using it, and linked to other Internet lines in H’s name, and conspired to increase the successful bid rate by making duplicate bidding in the name of F, H, and J by linking them in the name of JJ.

B On May 25, 2017, at F Office, around 14:46, the public notice of the small number of estimates for the selection of K High School Meal Product Supply Companies was given to the name of F Co., Ltd. by using the F-authorized Certificate for the Elderly School Food Supply Electronic Procurement System, which was obtained from Defendant A in advance. From around 14:53 on the same day, the public notice was given to cover in the name of F Co., Ltd. after connecting other Internet lines at the above place, and was put to cover in the name of H Co., Ltd. by using the H-authorized Certificate for the above contract with KRW 3,301,10, and ultimately, the process of procuring school meal services was undermined (from October 17, 2017, from which Defendant C had been awarded the contract, to October 24, 2017, the total amount of KRW 61 times as indicated in the attached Table 60, KRW 27, KRW 3081, KRW 3615, KRW 3645, KRW 28165, KRW 363164,25).
