A shall be punished by a fine for negligence of KRW 3,000,000, and by a fine of KRW 2,000,000.

Reasons
Punishment of the crime
1. Defendant A’s position as the head of the Incheon Gyeyang-gu office from July 1, 2010 to February 19, 2012, who was employed by the head of the Incheon Gyeyang-gu office and was unable to conduct a competition campaign in the intraparty competition under the Public Official Election Act as a local public official of Grade VII in extraordinary civil service. Defendant B is a person with a relationship with Defendant A and has worked as the head of the Incheon Gyeyang-gu Attorney-gu Office from October 2010.
On the other hand, E was elected from September 2010 to the Chairperson of the F Party Gyeyang (B), and was elected from March 15, 2012 in the 19th National Assembly election conducted on April 11, 2012.
2.
