On September 26, 2016, around 23:00 of Seodaemun-gu Seoul, Seoul, and around 97, the Defendant publicly insultingd the victim C, who is a police official belonging to the police branch of the Seodaemun Police Station B police station in Seodaemun-gu, Seoul, Seoul, for the unification of Seodaemun-gu, Seoul, Seoul, and thereby, “h.h., h., h., publicly insulting the victim.”
