A defendant shall be punished by imprisonment for not more than ten months.

Punishment of the crime

[criminal history] On September 11, 2014, the Defendant was sentenced to ten months of imprisonment for a violation of the Vocational Stabilization Act in the wooden Branch of the Gwangju District Court, and completed the execution of the sentence on December 29, 2014. On July 24, 2015, the above court was sentenced to eight months of imprisonment for a violation of the Vocational Stabilization Act and completed the execution of the sentence on January 25, 2016.

[Criminal facts] Any person who intends to provide domestic fee-charging job placement services shall register with the Special Self-Governing Province branch office, Si/Gun/Gu having jurisdiction over the location of the main office.

Nevertheless, the defendant does not register with the competent authorities;

1. On or around June 7, 2016, G is introduced from the house of D’s owner E (e.g., this name F) located in Newanan-gun C to the shipowner E as crew members and is paid KRW 1,500,000 for the purpose of introduction;

2. Around July 6, 2016, at the house of D Line E located in Newanan-gun C and then introduced as a seafarer after receiving the introduction fee, as described in paragraph 1.

G Introducing H as a seafarer upon the request of E to introduce another seafarer because G has retired without work; and

3. On July 15, 2016, L L L from K's house located in Jindo-gun I, Jindo-gun I to K as crew of the shipowner, and receive 800,000 won for introduction expenses;

4. Around October 23, 2016, N in M M as of 200,000 won is introduced to D Line E and received 500,000 won under the pretext of introduction;

5. Around October 31, 2016 introduce P and one other from P to P to P to P to P to P to P to P to P to P to P, and introduce P to Q among them to Q to Q;

6. On November 3, 2016, at the S office located in R in Sinpo-si around Mapo-si, T was introduced to UV and received KRW 1,020,000 as a referral fee.

As a result, the defendant received a total of KRW 3,820,000 on six occasions without registering with the competent authorities, and provided a domestic fee job placement service.
