1. All plaintiffs' lawsuits are dismissed.

2. The costs of lawsuit are assessed against the plaintiffs.

1. Details of the disposition;

A. On October 24, 2008, the Governor of Gangwon-do rendered a decision on the Chuncheon Urban Management Planning (hereinafter “decision on the instant urban management plan”) pursuant to Article 30 of the former National Land Planning and Utilization Act (amended by Act No. 9442, Feb. 6, 2009; hereinafter “National Land Planning Act”), and publicly announced the decision as U.S.’s announcement. The said public announcement included a decision on the urban planning facility that newly constructs sports facilities of 927,482 square meters in area V in area (hereinafter “instant site”).

B. Based on the above notification, on October 24, 2008, the Defendant announced the instant project implementation site pursuant to Article 32 of the National Land Planning and Utilization Act, as Written notification of Chuncheon City’s topographical drawing approval for the instant project implementation site, and thereafter, on March 6, 2009, the Defendant designated the Intervenor Intervenor P Co., Ltd. (hereinafter “P”) as the project implementer of the instant project and announced it as X.

C. On August 28, 2009, pursuant to Articles 88 and 91 of the National Land Planning and Utilization Act, the Defendant approved the instant implementation plan regarding the instant project site (hereinafter “instant implementation plan”), and publicly notified the following matters as Y of Chuncheon City.

(1) Location of the place of the project site: V day (2) in Chuncheon City. The type and name of the project: The name of the project implementer of Chuncheon urban planning facilities: The name of the project implementer of the project.

D. On January 22, 2010, the Defendant issued an authorization to revise the implementation plan of the project of the Chuncheon urban planning facility project on the same matters and the location, lot number, category and size of the land or building to be expropriated or used, the detailed statement of ownership and rights other than ownership, and the name and address of the owner and address of the owner, and publicly notify the Chuncheon City.
