The plaintiff's assertion and judgment of acceptance, objection, and court's appraisal are assessed on the basis of the officially announced value of the reference land as of January 1, 2008, which is the most adjacent to the date of the first public announcement of the project implementation among the officially announced values which are the date before the date of the public announcement of the project approval. The compensation for losses should be assessed on the basis of the officially announced value of the reference land as of January 1, 208, where the approval of the first public announcement of the project implementation was made several times after the first public announcement
