1. Around April 14:35, 2019, the Defendant was driving a DNA cargo vehicle without obtaining a driver’s license in the section of about 20km from the front of the “C” road located in the Hadong-dong, Hadong-dong, Hadong-dong, Hanam-dong, to the front of the “Hadong-dong Park” (Hadong-dong).
2. No motor vehicle owner who has violated the Guarantee of Automobile Accident Compensation Act shall operate any motor vehicle on a road which has not been covered by mandatory insurance;
Nevertheless, the defendant operated D Poter freight cars which have not been covered by mandatory insurance at the same time and place as Paragraph 1.

1. On September 24, 2019, the Defendant driving a DNA Ⅱ in the state of alcohol alcohol concentration of 0.184% without a vehicle driver’s license from the 1km section from the e apartment parking lot in Kimhae-si to the front road of the same city in the city of Kimhae-si around 23:30 on September 24, 2019.
2. The Defendant violated the Guarantee of Automobile Accident Compensation Act: (a) operated the Poter II vehicle without mandatory insurance, at the time and place mentioned in the foregoing paragraph (1).
