Reasons
Punishment of the crime
1. [2013 Highest 616, Defendant A, and Defendant A] recruited women engaged in commercial sex acts from the end of February 2013, 2013, such as I (one name "J"), K (one name "L"), M (N), andO (P) in order to have such women do sexual intercourse with unspecified men who reported commercial sex acts in front of 13-1.50,000 won and contact with such women on their Internet site advertisements. Under the pretext of good offices, Defendant A prepared a total of seven places of commercial sex acts, including 3-40,000 won from such women, namely, Qtel A-401, 515, 619, and B-404, 507, 616, and 713, a place for commercial sex acts.

B around that time, Defendant A was well aware of the fact that Defendant A intended to engage in the business of arranging sexual traffic as above, and was in charge of managing the above officetels's rooms in the daytime (12:00 to 19:00) and worked as the main office to connect the above sexual traffic women with customers.

3. From the time of December, 13, a man, including R, who reported and contacted the above advertisement in Qteltel, was directed to each room of the above officetels, in which women engaged in commercial sex acts, such as O (P), are waiting for such women to receive a dialogue and sell the sex, and has Don 5,500,000 won of total sales as good offices.
As a result, the Defendants conspired to arrange sexual traffic for business purposes.
2. [Attachment 2013 Highest 739, Defendant C, B, and D]
A. From May 2012 to November 201 of the relevant year, the Defendant: (a) leased 421 rooms, 423 rooms, 509 rooms, 810 rooms, 407 rooms, and 443 rooms, 627 rooms, 453 rooms, 681 rooms, and 474 among the former Ttels; and (b) appointed B as the head of the business office on condition that the Defendant additionally pays KRW 120,000,000 to the first 1,200,000 won of the month of October 2012, 201; and (c) B as the head of the business office on condition that the Defendant would pay KRW 10,000 to the first 1.2 million of the month.
