Reasons
Punishment of the crime
The defendant shall be a member of the 7th local council residing in the constituency C of the City Council B through simultaneous local election, which was implemented on June 13, 2018, and elected.
A National Assembly member, a local council member, the head of a local government, the representative of a political party, a candidate and his/her spouse shall not make contributions to persons in the relevant constituency, or institutions, organizations and facilities, or persons, institutions, organizations, or facilities having relations with residents in the relevant constituency even if they are outside of the relevant constituency.
On May 18, 2018, the Defendant invited candidates for local election to participate in a conference to discuss the problem related to the Amb plant in H region by inviting the operator G of the Ekb “F” to join women residing in D.
At the time of the completion of the above conference by G, the Defendant, at the time of the completion of the conference, told G to the purport that “I will be able to receive a gift from the J, which is scheduled to be exercised on June 3, 199,” and told G to “I would know that I would have given support for local events at the J.

5. On May 28, 2018, contacting Ma with the head of the K plant, requesting support for relics to J respectively, and Ma asked the above L on May 28, 2018, and L received the fruit product as K factory since it is possible to provide milk products to Ma around 15:00 on June 1, 2018.
On June 1, 2018, the Defendant received calls from J to support relics, and sent K factories with the total of 165,000 won N60 and O 288 items on the vehicle, and on June 1, 2018, the Defendant provided the said relics to K Q in P around June 17, 2018.
Accordingly, the defendant, as a candidate for the B City City election, made a contribution to G in the constituency.
