Punishment of the crime

Any person who intends to engage in the business of collecting, transporting, recycling, or disposing of wastes shall obtain permission from the Minister of Environment or a Mayor/Do Governor after submitting a waste treatment project plan and being notified of the conformity as prescribed by Ordinance of the Ministry of Environment, equipped with facilities, equipment, and technical capabilities in accordance with the standards prescribed by Ordinance

Nevertheless, the Defendant collected waste timber (construction waste timber, PB, and MDF) from 15 companies, such as “D,” which are located in Seoul, Gyeonggi, and Incheon, without obtaining a license for waste disposal business from October 2009 to January 201, the Defendant collected KRW 18-480,000 per 5 tons of truck from 15 companies, such as “D,” and used waste timber (construction waste timber, PB, and MDF) to transport waste to a fiber factory, such as E, etc., as shown in the list I of crimes, and transported waste to five tons of truck by collecting approximately KRW 170,000 per 5 tons of truck through a transport engineer without any waste transport certificate.
