1. The Plaintiff:

A. Defendant B’s KRW 2 million and as to this, 5% per annum from May 20, 2017 to May 30, 2018.

1. Basic facts

A. The Plaintiff is a resident of Gangseo-gu Seoul Metropolitan Government D Apartment (hereinafter “instant apartment”). Defendant B is the 17th council chairperson of the instant apartment from November 2014 to October 31, 2016, and Defendant C is the auditor of the said council of occupants’ representatives and the 103 Dong representative representative.

B. After taking office as the president of the 17th council of occupants' representatives and the representative of the said apartment, the Defendants conducted and rejected the residents' voting to implement the establishment of the integrated electronic security system, the contents of which include reduction of security personnel and the introduction of the unmanned security system, which led to a dispute between the Plaintiff and the opposing party in the course of re-promotion.

Accordingly, Defendant B prepared the following contents and posted them on the apartment website or on the elevator bulletin board.

(1) On February 10, 2016, Defendant B, who had an incentive attached to Defendant B, prepared the following printed materials on February 10, 2016, and attached them to the entire elevator installed in the instant apartment.

In the past 6-7 years, several former representatives of the Dong-dong and the contents not attached to the Democratic Labor-Management Group A are attached repeatedly in the elevator bulletin board, and they have continuously and repeatedly attached a banner that damages the honor of the representative council and the same representative council, and have engaged in extreme behavior that disregards the opinions of the occupants, such as mobilization of security guards.

(2) On March 13, 2016, Defendant B posted the notice on Defendant B’s website, using E’s ID, the wife on March 13, 2016, posted the following comments on the instant apartment website’s free bulletin board.

It is nothing more than me to employ a new security service company security guards in order to raise the location of a worker who prevents the F Party from easily dismissing by the F Party.
