1. Summary of the facts charged

A. The Government has created a foundation fund for the electric utility industry to secure financial resources necessary for the sustainable development and creation of the foundation of the electric utility industry, and has used it for supporting projects for residents living in the vicinity of the electric power plant.

In addition, as part of the resident support project, the applicant has a domicile in Incheon Cheongjin-gun, Incheon, which is a neighboring area of the C power plant, and the head of the household who has been actually living for more than five consecutive years, supports the school expenses from the above Fund when he/she comes to a school.

A For the purpose of receiving the above subsidy, at the office of the Incheon Spojin-gun Headquarters Planning Team Office around August 2010, the fact was prepared as if he did not reside in the F of the Incheon po-gun, Incheon, and as if he did not actually reside in the F of the F of the Incheon po-gun, and was granted KRW 500,000 on his account on September 13, 2010.

Scholarships shall be paid to the Incheon Spojin-gun, which is an area adjacent to the C power plant, and where the children of the head of the household who has been actually residing for at least five consecutive years, shall be paid to the school for the excellent grade of the relevant fund
