1. Details of the disposition;

A. From July 21, 2010 to December 31, 2015, the Plaintiff and related persons were in charge of the affairs of approval for the housing construction project plan (revision) as the head of the housing renewal division in the B-gu Seoul Metropolitan Government Housing Management Department from July 21, 2010 to December 31, 2015, and C was in charge of the affairs of approval for the housing construction project plan (revision) as the head of the housing reconstruction division in the B-gu Seoul Metropolitan Government Housing Management Department from January 1, 2011, and D was in charge of the affairs of approval for the housing construction project plan (revision) in the B-gu Seoul Metropolitan Government Housing Management Bureau from January 15, 2014 to January 17, 2016

On November 25, 2004, the Defendant designated a total of 515,116 square meters in Seoul E Seoul as F on November 25, 2004 and changed it to SH Corporation (Seoul Housing Corporation).

A) A project implementer was designated (Seoul Special Metropolitan City’s Notice G) and SH Corporation obtained approval of an implementation plan on November 10, 2005 from the Defendant, including the details determined as a district unit planning zone (Public Notice H of Seoul Special Metropolitan City). The implementation plan (Public Notice I of Seoul Special Metropolitan City), which was approved by the Defendant on March 18, 2010, included that “the performance halls and exhibition halls among accommodation facilities, cultural and assembly facilities shall be included in the performance halls and exhibition halls among the facilities for accommodation and assembly,” and the main contents of the public announcement are as follows: 6. Determination of an urban management plan under Article 30 of the National Land Planning and Utilization Regulation Act (Modification of Urban Management Plan and Article 8 of the Framework Act on the Regulation of Land Use Regulation, etc.) (Public Notice I of Seoul Special Metropolitan City)

(d) As to matters not provided for in Class I district unit planning (F Class I district unit planning), a decision-making protocol on other matters concerning the urban management planning concerning the Class I district unit planning, 4) and other matters (F district unit planning).
