From January 15, 2014 to January 17, 2016, the Plaintiff and related persons were in charge of the affairs of approval for the housing construction project plan (revision) in the Housing Renovation Division in the Seoul Metropolitan Government B-gu Urban Management Bureau, and thereafter, D was in charge of the affairs of approval for the housing construction project plan (revision) as the head of the reconstruction team in the Housing Renovation Division in the B-gu Seoul Metropolitan Government from January 1, 2011, and E was in charge of the affairs of approval for the housing construction project plan (revision) as the head of the housing reconstruction division in the Seoul Metropolitan Government B-gu Urban Management Bureau from July 21, 2010 to December 31, 2015.
