1. The instant lawsuit shall be dismissed.

2. The costs of lawsuit shall be borne by the Plaintiff.

1. Details of the disposition;

A. The Plaintiff is a resident of Gangseowon-gun C (hereinafter “C”) in the village.

B. Around December 13, 2017, D was delegated with the authority to convene and proceed with the C Village General Meeting by E, the highest-aged residents among C village residents, and around December 13, 2017, D sent a notice of convening the C Village General Meeting called “Temporary: 11:00 on December 20, 2017: Around December 13, 2017: (i) the representative, (ii) the amendment of its articles of association, (iii) the discussion on village issues, (iv) other village development plans, etc., to which C is registered, and posted a banner on the roads adjacent to the village.

C. On December 20, 2017, a meeting held on December 20, 2017 (hereinafter “First Village General Meeting”) attended by C residents 21 and two employees of B-Myeon offices, and five persons submitted the power of attorney.

At this meeting, D was elected as the chairperson of the C Village Operation Committee, and the C Village Self-Governing Treaty amendment bill was resolved.

The following is part of the contents of the village articles of incorporation resolved on the same day.

Article 6 (Composition and Qualification of Members) (2) Members: The members of the Council shall be both men and women of not less than 20 years of age who reside in C as a resident registration registrant in Pyeongtaek-gun C.

Article 24 (Method of Resolution) (1) A general meeting shall constitute a quorum for the number of members present at the general meeting on the day, and the resolution of the general meeting shall be made with the consent of a majority

Provided, That where it is inevitable, an emergency steering committee shall be held to determine by obtaining a majority of the operating committee's resolution.

D around January 8, 2018, the notice of convening the C Village General Meeting called "Temporary: 11:00 on January 17, 2018, agenda items: E: the notice of convening the C Village General Meeting was sent to 285 residents who are designated as resident registration place C, and posted a banner on the roads adjacent to the village.

E. On January 17, 2018, at a meeting held on January 17, 2018 (hereinafter “the Second Village General Meeting”), 17 residents were present, and 15 persons submitted the power of attorney.

At this meeting, the plaintiff is against the 16 majority of the total number of participants and one dissenting opinion.
